Sir:-
I am directed by the Marquess of Salisbury to
transmit to you the accompanying copy of a despatch
which the Secretary of State for the Colonies has
received from the Governor of Hong Kong on the sub-
ject of expenses incurred on behalf of Edward Wallace
a lunatic, sent to the Colony from Shanghae under an order made by the Chief Justice of Her Majesty's
The Hong Kong Supreme Court for China and Corea. Government request that all such expenses should be defrayed from the funds administered by this depart-
ment.
A similar claim was put forward by the Colonial
authorities on the previous occasion when Edward
Wallace was, under apparently identical circumstances,
